FedLoan Servicing, also referred to as the Pennsylvania Higher Education Assistance Agency (PHEAA), stopped servicing federal student loans on December 14, 2021. As a result, borrowers’ student loan accounts were transferred to four different loan servicers.
Problems FedLoan faced since 2009
- 2009: The agency was sued, along with other student loan servicers, for allegedly exploiting a federal loophole that allowed it to collect taxpayer dollars.
- 2017: The Massachusetts attorney sued the company citing that it “overcharged borrowers and prevented them from making qualifying payments” to qualify for PSLF and TEACH programs.
- 2024: Consumer Financial Protection Bureau (CFPB) sued the agency for “illegally collecting on student loans that have been discharged in bankruptcy and sending false information to credit reporting companies.” The CFPB dropped the case on Feb. 27, 2025.
Where did FedLoan student loan accounts go?
FedLoan student loan accounts were transferred to these four loan servicers.

- Edfinancial
- Aidvantage (formerly Navient)
- Nelnet
When FedLoan was active, it also managed the Public Service Loan Forgiveness (PSLF) and TEACH Grant applications. Although that responsibility was transferred to the loan servicer MOHELA, it transitioned to StudentAid.Gov on Dec. 16, 2024.

What should I do if I had problems with FedLoan?
Contact the customer service team of your current loan servicer if you have unresolved issues with FedLoan before the transfer.
